I got 2 bed steps for Christmas, F250 & Toyota Tundra. The F250 is 2000 model. The Ford frame/bumper bolts has a "washer head nut" that should fit in the recessed hole of the step frame. The deep hole worked fine. The shallow hole diameter was too small for the "washer head nut". I did not have a standard nut of the right size & thread so I put the "washer head nut" on the grinder to reduced the diameter of the washer to make it fit inside your recessed hole.
Make that recessed hole with a larger ID – OR supply two bolts & lock washers & it'll bolt up quicker & easier
